1.An administrator must be an user first
If you want to be an administrator of a forum,you have first to be an user,that partecipates in your forums.
You can also do that in anonymous way.
The customer experience will form you much and will succeed to understand what works, what does not go, what could go.
You have to know what users of your forum think to create a successfully community.
So you must be the psychologist :D:D of your users and you have to considerate their opinion on your forum.
2.Analysis of your concurrents.
You have also to analyse what do your concurrents offer and as they are promoted. It is very important to offer something more than they.
3.Promotion of your community
If you partecipate to an huge forum,you meet lots of people.
When you start a new community,you can ask they for help and for cooperation.

They are experts,but they say that they are newbies.
Do not invite they to become moderators.

Insert a "last posts" box in the homepage of your site

Organize contest and competitions
