So you are new to vBulletin, and have very little experience with the control panel. This guide will allow you to reference any section, so I hope you can use it. Enjoy!
After using a 3.6.4 demo, I just realized there are quite a few changes from 3.5.4 to 3.6.4. Therefore, my apologies, but this is for 3.5.4. Also, the reason that there are no previews on certain pages is the fact that the page doesn't work for the ACP which I used to create this guide.

This page lets you search within all of the templates for any style(s) you choose. If you know exactly what you are looking for, you can also search and replace it (be careful), however, this is not suggested (by me) as there may be multiple templates with this same PHP Phrase, and you could edit the wrong template on accident.

This shows you all of the replacement variables within all of your styles, and it shows their origin - custom or parent style. You may also add a new variable here.

This area has two boxes, one to download your styles. This is the first, and you may choose whether or not to include the customizations. The second one allows you to import a style from your computer, or server. You can also merge it into another style. However, you can also create a new style, and customize it yourself. When created, it will be exactly like the default style, or based off of whatever parent style you choose.

This page automatically search for all template updates that you need to do, in order to allow your templates to with with your vBulletin version. Unfortunately, all the templates on my current style are up-to date, so I cannot give much more information.

Language Manager l Image
This page allows you to change your vBulletin's forum languages, edit their settings, add/import/export languages, and search the phrases.
Phrase Manager l Image
This allow you to edit, search, and add new phrases to the entire database. These are used throughout the forum programming and in templates.
Search in Phrases l Image
This page lets you search all the phrases for whatever you may be looking for, or you can replace them with something else.
Download/Upload Languages l Image
Here, you can download your currently installed languages for use on other vBulletins, or you can import a new language for the board and the use of it's members.

Forum Manager l Image
Within this page of you vBulletin Administrator Control Panel, you can edit what the order of your forums are. Do you want this to be above that? Edit it here. In addition, you can edit it, delete it, view it (while still seeing the ACP sidebar!), and add moderators to any of your forums.
Add New Forum l Image
In this area, you can create a new forum for you vBulletin. It can also be a category, but it depends on which options you choose. Also, all of the options for the forum, excluding permissions, can be done within this page.
Forum Permissions l Image
Edit forum permissions based on each usergroup within this page. There's also a key as to whether they are custom permissions, inherited, or the ordinary permissions.
Show All Moderators l Image
This page shows you all of the moderators you have for each forum, and it also shows how long ago was their last activity.
View Permissions l Image
This allow you to check specific permissions per usergroup for whatever forum you choose. This is very useful if you come up with a problem of a certain usergroup not being able to post within certain sections.

Here, you can prune a large amount of threads or posts from your vBulletin based on the date it was posted, how many view/replies the thread has, the thread's status, who posted it, or where it is.

Unsubscribe l Image
Here you can unsubscribe any users, or all, from any thread(s).
Strip Poll l Image
If you need to get rid of a poll from a thread, enter the thread ID on this page, and it will automatically remove the poll from that thread.
Who Voted l Image
All the polls that have been created will be on this page for you to see who voted for which options. Select the poll, and it will show which users voted for which option.

If your having a very troublesome user, suspend or ban the user from this page, choosing the time span and the reason to show the user.
Prune/Move Users l Image
Search through all you users by usergroup, activity, registration, and post count so that you can mass move them into another usergroup, or to prune them away.
Private Message Statistics l Image
View how many users have how many private messages. You can also view which users have however many.
Referrals l Image
Find how many referrals a certain user has given between x date and y date.
Search IP Address l Image
Search the IP address of certain users, or the users who use a certain IP address.
View Banned Users l Image
Here you can view who is banned/suspended, how long they must be this way, who banned or suspended them, and what the reason they see is.
Send Email to Users l Image
Mass email all of the users on your vBulletin, depending on your criteria/restrictions used to email them.
Generate Mailing Lists l Image
You can generate an e-mail list to use off or on your vBulletin to send a message to your users in case something occurs, or if you are sending regular emails.
Access Masks l Image
Here you can reset the access permissions/masks for your forum(s).

here you can view all of the current paid subscriptions which you have done on your vBulletin for your users. You can also edit, delete, view users, and add users to those subscriptions. It also tells you how many are currently active, and how many have finished. Finally, you may also change the display order and add new subscriptions.
Add New Subscription l Image
Here you can add a new subscription, choose which usergroup to change them to, choose which forums they can access, choose whether tax should be added, choose whether an address is required or not, and choose the cost.
Payment API Manager l Image
Here you can edit what type of method of payments should be used, and delete them.
Test Communication l Image
Here, your vBulletin will automatically check the cURL and Streams for your payment types.
